Torn on what to do!

How do we make the right decision on which boy to adopt?  There's one in Russia that just calls out to me, but the requirement to make 4 trips really has me cringing.  If there's such a need for children to find a home, why make it so complicated and expensive?  Do I wait for a referral or do I keep looking for a little boy that just calls to us?  This is when I really have to pray to God and ask him to show us the way.
